What the bill would ask of your building

Six provisions in the reform of jointly owned buildings, in plain words, and what a committee can put in place today without waiting for any of them to pass.

A stairwell seen from above

The reform bill was published in detail in December 2024 and reworked into an 80-page proposal in September 2025. Its provisions have been stable across every version the press has described. Here they are in plain words, with what a committee can do today about each.

1. A registration and supervision service

Every management committee would be registered with a service that also supervises management companies. Today, committees register with the Land Registry, and many never did. What you can do now: check whether your committee is registered, and register it if it is not.

2. A mandatory reserve fund

Every building would have to keep money aside for capital works. Today it is optional. What you can do now: put the line in the budget at the next general meeting, at any amount, so the fund exists.

3. Compulsory insurance

The building and the units would have to be insured. Many buildings already are; many policies have lapsed without anyone noticing. What you can do now: find the policy and check the date on it.

4. Regular inspections

Structural, mechanical and electrical inspections by engineers registered with ETEK, on a schedule. What you can do now: ask an engineer to walk the building once and write down what they see, so the first official inspection holds no surprises.

5. Wider powers for committees

Including more room to act on owners who do not pay. What you can do now: nothing changes until it passes; the path that exists today is the committee’s, with its lawyer.

6. Standard internal regulations

A template of rights and obligations for every building. What you can do now: write down the three rules your building already argues about, and vote on them.

None of this is law. All of it is sensible, and a building that does it now has nothing to catch up on later. This is the list we work through with every building we take on.
